Trump praises 'incredible' new trade deal with Mexico and Canada

Canada still intends to pursue closer trade ties with China even as a clause of the new trade deal with the United States and Mexico places restrictions around seeking free-trade agreements with the Asian superpower.

"The negotiation will not be reopened with the United States".

Article 32.10 of the agreement states, in part, "Entry by any Party into a free trade agreement with a non-market country, shall allow the other Parties to terminate this Agreement on six-month notice and replace this Agreement with an agreement as between them (bilateral agreement)".

"While this trade agreement was very good news, we are disappointed that Congress was not able to reach a compromise on a new farm bill in advance of the September 30 expiration of the current farm bill".

The comments came the day after Trump publicly said that the USA negotiators "don't like their representative very much".

"It doesn't have to be a full-fledged free-trade agreement to be a useful conversation", he said.

Canada's ambassador to Washington, David MacNaughton, also said Sunday evening that the two countries had made a lot of progress, but there was no deal yet as there were a couple of tough issues left to resolve. Trump had threatened to proceed with Mexico alone if an agreement with Canada could not be reach by Sunday.

While changing NAFTA and bringing down United States trade deficits was a top Trump campaign pledge, Sunday's agreement largely leaves the broader deal intact and maintains supply chains that would have been fractured under weaker bilateral deals.

Daniel Ujczo, a trade attorney with the Dickinson Wright law firm who has followed the talks closely, said he expects the USA to get more access to the Canadian dairy market.

The new deal also calls on the countries to combat illegal, unreported and unregulated fishing.

Trump said "there should be no trouble" getting the deal approved by Congress, but added that there could be problems if Democrats gain control of the House or the Senate in the November elections. "But in terms of rights and obligations, it doesn't impose any obligation on Canada not to negotiate an agreement with anybody".

In late May, the Trump administration announced tariffs of 25 percent on steel imports and 10 percent on aluminum imports, prompting quick retaliation from top trading partners including Canada and Mexico. Still, for both labor and environment standards set out in the new accord, labor unions and other groups said it was unclear whether the provisions had strong enforcement rules tied to them.

The deal also raised the percentage of automobiles that must be made in North America in order to enter the US duty-free and raised the bar for respect of USA intellectual property, Marshall said.
