The House is scheduled to leave on Thursday on a recess that extends until the first week of September. The House leadership opposes consideration of the resolution and one of the resolution's drafters - Rep. Mark Meadows - is now reportedly tabling the effort. Meadows and his fellow co-sponsors believe Rosenstein has failed to comply with document requests from Congress.
"The speaker is willing to support [Judiciary] Chairman [Bob] Goodlatte in a contempt process if the agreed upon documents are not delivered", he said.
"Trumps's Congressional coverup crew moved to impeach Rosenstein".
A Meadows spokesman said the North Carolina Republican was leaving open the option of making the resolution privileged to force a vote. But Meadows and his allies will push forward with the effort anyway, proving their loyalty to Trump and hoping to score points with the public against Mueller and his investigation.
"It's very clear that DOJ has to provide the information because the House of Representatives has the responsibility and accountability to oversee", said Majority Leader Kevin McCarthy.
"Hopefully saner minds will prevail on the Republican side", she said.
Rosenstein is the top DOJ official overseeing special counsel Robert Mueller's Russian Federation investigation.
Democrats have criticized the Republican efforts to pressure the Justice Department, saying they are attempts to undermine Mueller's investigation.

The Justice Department declined to comment. The DOJ has been steadfastly refusing to release documents Congress has demanded under authority of their oversight powers. "No, I do not", the Wisconsin lawmaker said.
The Department of Justice, under the supervision of Mr. Rosenstein, unnecessarily redacted the price of FBI Deputy Director Andrew McCabe's $70,000 conference table because it was potentially embarrassing information. Yet Rosenstein was not sworn in as the No. 2 official at the Justice Department until six months later, in April 2017. Jordan is circulating a letter to House GOP members on Thursday officially launching his campaign for speaker.
While Meadows then moved on the impeachment resolution, others had a more positive view of the meeting. "I think the American people are exhausted of talk", he said.
The impeachment articles stated that Rosenstein refused to appoint a second special counsel to investigate the surveillance of Carter Page.
As Ryan voiced his disapproval, Meadows acknowledged that he didn't now have the votes to pass the impeachment resolution and said he wouldn't use procedural manoeuvrs to trigger an immediate vote - something he had threatened to do.
Several other rank-and-file Republicans also expressed their own reservations. Democrats called it outrageous.
But Republicans apparently fear what the investigation will find out about Trump, so they have used their subpoena powers to find ammunition to use against the probe.
