Off the U.S. East Coast, Tropical Storm Chris has maximum sustained winds of 60 miles per hour (95 kph).

Beryl on Thursday became the first hurricane of the 2018 season, but even as it gained strength, meteorologists predicted the storm, which was smaller than typical, was likely to run into adverse weather conditions and lose strength.

A tropical storm warning was issued for Dominica, which was battered by Hurricane Maria in September as a Category 5 storm. Long lines were reported outside grocery stores on the islands of Dominica, Puerto Rico and elsewhere as people bought food and water.

More than nine months after Hurricane Maria, about 1,500 people in Puerto Rico are without power on the island; about 60,000 have only tarps for roofs.

Spotty rain chances are expected Tuesday and Wednesday, then things will dry out and heat up later in the week with temperatures in the mid- to upper 90s.

Dominicas government had said it would shut down the water system during the storms pass as a precautionary measure to lessen possible damage.
