France's UN Ambassador Francois Delattre said his government received Abbas' proposal with interest and will study his call for an worldwide conference, but USA participation in the Israeli-Palestinian peace process "is indispensable".

US Ambassador to the United Nations Nikki Haley on Tuesday said Washington would not "chase" the Palestinians to the negotiating table with Israel, following Palestinian Authority President Mahmoud Abbas's speech to the UN Security Council.

"We appreciated the opportunity to listen to his speech", White House spokesman Josh Raffel said in a statement emailed to JTA.

"Instead of traveling a short distance from Ramallah to Jerusalem to negotiate directly with Israel, Abbas chose yet again to come to United Nations headquarters in NY to ostensibly advance peace by internationalizing the conflict", said AJC CEO David Harris. But he left without speaking to them or listening to US Ambassador Nikki Haley say that "the United States stands ready to work with the Palestinian leadership", and the two envoys are "ready to talk".

The United States may have avoided negative comments about its annexation of Texas from Mexico only because the U.N. Human Rights Commission was not around at that time.

Mr Abbas said the U.S. recognition of Jerusalem was illegal and that America could no longer be trusted as a neutral partner.

European leaders have expressed interest in restarting negotiations but aren't willing to push the USA aside.

Addressing the council Tuesday for the first time since 2009, the longtime Palestinian leader is expected to call for multiple global powers to facilitate peace negotiations and again criticise the United States controversial recognition of Jerusalem as Israel s capital.

Abbas made clear to the UN Security Council in a rare appearance at its monthly meeting on Mideast issues Tuesday that any future peace efforts can not be USA -brokered.

We were in at full-time asking how he is, for me especially when I was that age, I've never seen anything like that. You have to try and compete with them at this level. "Now we have the right confidence again", said Conte.

"Putting forward old talking points and entrenched and undeveloped concepts achieves nothing".

"We have already heard them again and again", she said.

"To solve the Palestine question, it is essential to establish a multilateral global mechanism emanating from an worldwide conference", Abbas said. US officials have said that the embassy could move as soon as next year.

These include an end to settlement activities by Israel, and halting transfer of the US Embassy to Jerusalem, and Palestine refraining from joining other organisations, he said.

"The bottom line is we want a new active process", he said.

Abbas spoke before Haley and slammed the USA for not clarifying its point on keeping the Palestine Liberation Organization on its terror watch list. Instead, he said, it is "reviewing" its relationship with Israel.

Housing Minister Mufid al-Hasayna thanked Qatar for its support for the Palestinians in the Gaza Strip, as reported in al-Quds. He also lashed out at Arab leaders who reportedly pushed him to accept Trump's peace plan. "You are the problem".

It remained unlikely that Abbas will be able to set the terms for worldwide peace talks. Netanyahu referred to PLO payments to the families of Palestinians killed or captured while attacking Israelis.

Israel has previously made clear it rejects the Palestinians' preference to internationalise the peace process in place of bilateral talks.
