During their summit in South Korea on Friday, Abe told Moon that the military drills between Seoul and Washington should be carried out to change North Korea's behavior, the office said. Moon had said "let's create conditions to make it happen", the official said, an indication that Moon was likely to accept the invitation.

Otto Warmbier's father has spoken about North Korea's participation in the Winter Olympics and said his presence at the Games is not "political".

The cheerleading troupe also attended the opening ceremony at Pyeongchang Olympic Stadium on Friday night, where they sat silently throughout the show until the unified Korean team entered the stadium.

The 28-year-old is a crucial part of the North's Games delegation led by Kim Yong Nam, North Korea's nominal head of state.

His son Otto died last June in Portland, Oregon, days after being released by North Korean officials who had been keeping him in jail for 18 months.

U.S. vice president Mike Pence also attended the opening ceremony but had no contact with the North Korean delegation. They stood from their seats and, smiling, shook each other by the hand.

Moon is joined by his national security director, intelligence chief, chief of staff and the unification minister.

If that happens, then the United States might lose its seat in any future talks to end North Korea's nuclear program - and it might harm relations with a staunch ally in the process.
